The Spirit in the Citadel

As you recover the third fragment, the Celestial Citadel shakes. The lights flicker. A cold wind blows through the halls - impossible in a sealed celestial fortress. And then you hear it: a voice you recognize. "Hello, mortal." It's Azrakael. The Fallen One. You killed him in Chain K, Q38 - "The Fall." But his spirit survived.
